There's no universal law states that a limited custodial power president must be elected by the people one-person-one vote, and this president would be appointed by the parliament.. Constitution perhaps could be change at will by the parliament with one single dominant political party, ie. you the electorate to have one last chance to elect EP, the Elected President.. Simpy put, the government of the day can change rule of the game even at risk of ridicule themselves (a while only) - signs of insecuirity.
