The reason she didn't arrest any of them is because she didn't have backup, and she didn't have a gun. If she declared everyone under arrest she would have been killed xD

Actually if you look at the intro of black edition when Rog shows the blacklist you can see rog is 16 and razor is 15 and the rest is pretty much the same but i dunno whos number 1 then maybe Bull?

Ronnie says that Razor is "the #15 guy on the blacklist". This means that Bull surely must've #16 before.

The player (us) was sent to jail by Cross for a quite long time. During this, the racers would've have enough time to advance up the blacklist, with Razor going all the way to #1 using our M3 GTR.
