Shalom Sondra-Chag Semeach Rosh HaShannah! I read this passage Friday -wondered what that portion meant. Was going to ask a Chassidic Rabbi in Dallas for his understanding. Thought it meant that G-d set asside the 'portion of His People' meaning that He tithed out of all the people in the world His People unto himself....didn't realize it was actually talking about the Land being set aside for Israel.
