health care packages as city workers and are eligible for

the same VIP pension benefits.

Bell's Chief Administrative Officer Robert Rizzo is earning

$787,637 annually, twice as much as President Obama;

Police Chief Randy Adams was earning $457,000 a year,

50% more than Los Angeles Police Chief Charlie Beck;

and Assistant City Manager Angela Spaccia was earning

$376,288, more than most city managers. (laugh like a

neighboring city of Vernon, who collects about $510,000

I am a councillor in Britain, I think your system in the US is completly flawed. We have 36 elected councillors representing 29,000 people. We don't receive any benefits and we don't employ anyone but a town clerk to deal with all the admin. All councillors are expected to do the work of managing the council, therefor no need for managers. If I was living in Bell I'd change the system, so there are more councillors and no managers. They all need locking up.
