City of Victoria special council meeting on November 19th, 2009. The choice before council was to place the $42 million bridge borrowing bylaw before the public through a referendum, or through the Alternative Approval Process (counter petition). AAP requires a major effort by the community to sign 10% of voters to oppose.
Despite concerns by two councillors - one who questioned the counter petition process, and one who opposes the bridge replacement project, Council voted 4 to 2 to move ahead with AAP.
