CPM11-2 - Interview with Maximiliano Martinhao (Anatel)

Geneva, 25 February 2011— A variety of spectrum-related matters dealing with the future development of radiocommunications, enabling convergence and coordination of all radio services, were addressed by the Second Session of the Conference Preparatory Meeting (CPM11-2) for the 2012 World Radiocommunication Conference (WRC-12). CPM11-2, which met for two weeks, concluded today with the adoption of the Report to WRC-12, focusing on technical, operational and regulatory materials to be considered by the Member States of the ITU in developing their proposals to the Conference.

More than 1100 participants from 109 ITU Member States and 69 Radiocommunication Sector Members attended the meeting.

The forthcoming WRC-12 will be held in Geneva from 23 January to 17 February 2012. World Radiocommunication Conferences are mandated to review and revise the Radio Regulations, the international treaty governing the use of radio-frequency spectrum and satellite orbits.
WRC-12 will facilitate the future management and use of these scarce orbit/spectrum resources in the interest of end users, with global implications for both policy-makers and the industry.

CPM11-2 reached consensus on possible methods to address a number of issues on the WRC-12 Agenda dealing with science services for Earth observation, such as weather forecast and space research as well as other radiocommunication services for air navigation, air traffic management and radio determination by satellite.

CPM11-2 also addressed many issues related to terrestrial and space radiocommunication services — from narrowband systems for maritime and aeronautical mobile communications and navigation to digital broadband access systems. CPM11-2 considered a wide range of frequency bands allocated by the Radio Regulations.

Chairman of CPM-11 Albert Nalbandian said, "The global mission of ITU in the near future is to ensure that everyone has broadband access anywhere and at any time. Thanks to the excellent spirit of cooperation and coordination of activities by all during the last two weeks, we have been able to approve by consensus the CPM Report to WRC-12."

ITU Secretary-General Hamadoun Touré expressed his satisfaction at the consensus reached in finalizing a consolidated Report to WRC-12. Dr Touré said, "The global management of the radio-frequency spectrum and satellite orbits is essential to extend the reach of information and communication technologies to all corners of the world. This is a critical step forward in promoting the rollout of broadband services worldwide. The consensus reached on the Report to WRC-12 prepared by CPM11-2 over the last two weeks indicates the importance attached to the process by ITU's membership."

Mr François Rancy, Director of ITU's Radiocommunication Bureau said, "The outcome of this meeting represents a major step in the preparations for WRC-12, the landmark event for the advancement of radiocommunications that will take place early next year. Considerable progress has been made towards a successful outcome at the forthcoming WRC-12 concerning, in particular, broadband access and monitoring climate change."
