@JsRacingS2k It's a tool called E/Z TWIST made by DU BRO made especially for tying wire. Contact Dutchmans Creek Bait & Tackle @ (910)457-1221, tell them Capt butch had you call, they have these in stock. For the live bait rigs you will want the smallest size they make. That's a size #1 for wire sizes from #3 to #8. It take a little practice, but once you learn it, you will make rigs better than the ones you can buy, I like a 1/0 single nose live bait hook and a 4/0 xtra strong treble rear hook.
