Hail is caused by strong winds pushing raindrops back up into freezing temperatures over and over again. Once the hail stone gets too heavy for the wind to push it up, it falls to earth. If you were to cut a hailstone in half, you would notice layers built up from repeated freezings. It would look like a white and grey jawbreaker.
