With the advent of the global economy, spatial barriers have been eliminated and real time economy has emerged. In a global economy, production cycles are becoming shorter and shorter and thus people are required to update their
knowledge and skills more frequently. This implies that 1) higher education institutions should teach how to learn and 2) provide education & training services to graduates and adult workers from a lifelong learning perspective.
The role of higher education needs to be redefined according to new growing demands for higher education, covering vocational technical education & training to high level research. All countries should have their own definition of the
roles of higher education based on their particular policy environment analysis and develop strategic plans to fulfill the new roles of higher education institutions.
The cultivation of global standards and utilization of human resources through HRD and HRM networks are vital in providing better education and training. In particular, the expansion of businesses and human mobility within Asia brings
the need for common efforts to stimulate networking among Asian countries. However Asia lags behind America and Europe in networking and their advanced experiences are worth benchmarking. Furthermore, extensive networking between
different regions will be established in response to the global trend.
