Actually, the one floor coach you're referring to is a private car that runs on a daily roundtrip during rush hours on the Union Pacific North line.
There was actually a good article about the private club you have to join, to be able to ride on that private car in one of the Chicago papers about a year ago. Can't remember if it was in the Tribune or Sun-Times, though.
