Ubisoft is a self-centered P.O.S. They know that the crap that they put out on Wii thus far is nowhere near comparable to No More Heroes. Therefore, they tried to be tight with money in hopes of putting a little extra cash into their pockets.

The U.S. received a black and white manual and no advertising with the exception of online banners. A commercial like this would have definitely brought the game to many more peoples attention.

Well joke's on them. NMH was successful enough since Suda's making a sequel.
