@Hellbrotherhood As I said ... I'm 99% sure that you're allowed to do what Kobe did - jump up from out of bounds and touch the ball. You're just not allowed to have the ball in your hand or dribble it when you step out of bounds. You see it so many times that a players jumps somewhere in the stands to save the ball and stepping out of bounds before they touch the ball.
