Yes if a medical grade laser like cynosure is used. Around 60-95% of targeted hair is permanently removed after the recommended course of treatments and the hair that is left is much finer and lighter in colour. The results vary from person to person and some people specially those with darker skin types may need a touch up session.

On the other hand when IPL is used ( some people promote IPL as a laser when in fact it is not) the results are not the same.
