My equipment provides several sources of slow and I spread it through Spiral Dance...I don't use TF with THIS sorc.

but its only 33% with ghal and its alot higher max with timefield

Astrogha's Stinger, Dekravac (cold dmg) and Wedding Dress/Candlewake also provide slow...plus I made my Shaula back in 1.94 when it had a 75% slow modifier...30% are still enough in combination with those other sources, though - since there are slow caps.
