  • There is little sign that all that wind power has contributed greatly to Spain's attempts to reduce its carbon emissions. Spain depends on foreign sources for about 80 percent of its total energy needs. Its carbon emissions in 2007 exceeded its Kyoto Protocol commitment by about 35 percent, making it the world's worst performer.
