Yes, it does.

In the manual, it should tell you this:

Press:

***470* then the call button.

remember.

***470* asks you if you would like to change the time format.

Dont forget to press the green call button after those keys.

I gots mine in the United States..where I live...and I think yours has an accent..It talk differently than mine. Mine sounds more american-ish. Thats strange.

I wish motorola would make another phone like this, except with a dot matrix display. That would be immensely more awesome.

I really do like this phone, mainly because of the form factor and unusual display, however I think it's just a bit too basic for me. :(
