OMG. I sell these things all day. It does that so the carriage doesn't absorb the shocks of the road.

dont mean to sound so rude,
but you obviously didn't research enough.
at first, my sister was getting this stroller and i was a bit confused to why it did that. but it is really not a big deal.
she has the cameleon, but i doubt there is really a difference, other than the handlebar beign adjustable (which i feel won't affect the shakiness.)

yeah, its when its locked its meant to have a bit of "give" inb the handlebar. if it was totally solid the whole folding/change position mechanism wouldnt take any vibrations etc. but mainly its for safety. if you try to fold it with pressure on the handlebars so there is no "give" it wont do it, it mimicks one wheel being off the ground so you cant fold it or change position in an unstable position. hope this helps.
its a safety feature.... they are meant to be loose, so that you cant fold it or changethe position if one wheel is off the ground.

They also fold. This condition only occurs when the handlebar is in the locked position.
