An episode of Mini Monsters from a show called the Comic Strip created by Rankin Bass, more notably for the Thundercats series and Rudolph the Red Nose Reindeer.
In this episode, the young campers must do a good deed or be thrown out of camp by the Camp Director. They have an idea to do a good deed for a sick young boy who would miss meeting Santa due to his illness. Some problems arise in setting up the camp as the North Pole and the late casting of Dr Jeckl as Santa further proved that the kids will get sued and put into jail for this good deed.
The Comic Strip was an animated series that had several cartoon series in one. Including with Mini Monsters, there was Tigersharks, Karate Kat, and Street Frogs. I captured this from my Uncles old recordings from the 1980s. I really like it myself for the child characters resembling offspring of famous monsters and magicians.

TRIVIA: Earl Hammond also voiced Santa Claus in the Rankin~Bass Holiday special L. Frank Baum's "The Life & Adventures of Santa Claus" (1985).
