He's plucking the Feathers off of the quail the bird is going to eat. The bird gets use to his hands touching "His food." It also encourages the bird to eat because its instincts tell it someone is eating his meal. After awhile the bird looks forward to the plucking because the falconer is getting rid of those feathers he doesnt really want to eat anyway.
