To get Cydia back first get iExplorer for Mac or PC or simply just SSH into the device

When you get iExplorer go into the root Folder of the Phone and then click on Applications

in the Applications drop down menu you will see Winterboard.app..... DELETE IT!

reboot your phone and Cydia should be back where it was on the homescreen and then download Winterboard again but this time check whatever tweaks that you applied before and make sure that its compatible with your current iOS.
