Wesker is the main bad guy of the RE series. Just watch, Umbrella has a clone of him sumwhere so that he may rise again eventually after the events of this game.

no, he's the founder of umbrella corporation. wesker was born in a normal family but was taken at a young age. the old man wanted to create a superior race of humans and wesker was a part of that plan.
