What was meant was that the  that the true extent of its power could only be brought out by an Innovator. Given the gundams in general before the [Q]ant, any pilot could operate any Gundam, it was just a matter of what the restrictions were.

@Machdude 00R can be piloted by anyone, though it's most prized abilities are reserved to Innovator only, or certain level QBW users - T-A Burst or Quantization.

00Quan[T] on the other hand is a unit that can be pilotd only by an Innovator, so by Setsuna or Descartes. It's the Innovator exclusive unit and from what we know, the only Innovator unit in 00, since Descartes pilots an MA.

No, the Reborns Gundam represents the subjagation of humanity since it was made by the Innovades. The 00 was the symbol of human evolution since it can only be piloted by an Innovator that was once a human.
