I think the little guy conducting the singers is famous songwriter/Diamond Horseshoe owner/Aquacade impresario Billy Rose, then married to Fanny Brice, but I'm not sure. It looks like him. The song is "I've Got A Feeling I'm Falling", music by Fats Waller, words by Billy Rose & Harry Link
