@Nowayout4ever best track was level 4's "beat down"- start with 7, end often by yourself and 6 other cops.

I remember the cops used to crack down on -everyone-.

Now that I think about it, I even remembered cop cars used to appear and just reign hell in the middle of the race. This game was amazing.

Lol what I really like in this game was that you're opponents got their ass whopped by the cops as well, or crashed by the traffic. Sometimes, you would begin the race with 10 opponents and there would be only 2-3 left at the end. LOL!
