I don't know the story, but it seems they mixed up their glasses, and from then on could hear each others' thoughts, and at they need to take some medicine (unsure of that one), and they seem to be from the same family (どうぞくなの？ am I right?) or else... (implied - they don't say).
At the end he says "I love you", and she yells back "me too!"

Mizu is a Representative from USA and Mika is in government in Russia. Mizu put 'magic portion(fall in love)' to Mika`s glass but their glasses were mixed up and Mizu had magic portion instead of Mika. and Mika did same. first, they`re angry to opponent but the result, they fall in love, of cource.

once apon a time :), good wizard and witch lived in Russia. for persecute to wizard, Mizu`s ancestor moved to America and Mika`s stayed in Russia. どうぞく(family) means wizard in this play. so, どうぞくなの means 'are you wizard(witch) also?'.
