Honestly I would not be surprised if the CIA, or some state agency didn't organize the murder themselves. They might have decided it was cheapest to patrol the border with Guatemalan-style paramilitary death squads. There I said it! Research Nicaragua, Guatemala, and other Central American countries. We just haven't had that kind of thing in the U.S. Until now (maybe).
