Limbaugh, as usual, is lying. The American Jobs Act contains no tax increases, and substantial tax cuts for employers in general, employers hiring veterans, employers hiring the unemployed, and individual workers.
Repeating: It contains no tax increases.
That said, Obama has proposed paying for the Act in separate legislation currently (as of Sept. 2011) being developed by a bi-partisan, bi-cameral deficit reduction task force. And Obama's suggestions do include adjusting "tax expenditures" to eliminate certain deductions for the wealthiest Americans.
But the Jobs Act itself has no tax increases. Of course, one can object to the legislation on grounds that "it isn't paid for" and will increase the deficit. But if we're going to go there, then we should look at all discretionary deficit spending including the Bush tax cuts, and budgets for the DoD, DEA, FBI, EPA, INS, ATF, FDA, etc.
