Yep. It's after Abbey Road mastering engineer Chris "Vinyl" Blair, who passed away in 2005. Mr Blair mastered Beatles albums (I presume all of them?) and indeed Aztec Camera | Roddy Frame albums too...

I understand that the "Mr Blair" in the song is not the former PM of the UK. It refers to a guy who was mastering vinyl records - or something like that ...
