@wrathofthemath Here is the response to your question, the answer was given by Terry Thrall, he says
"The ERs have more staff to do High Performance CPR. EMS has a lot more obstacle’s such as multi story buildings to transport the patient to the ambulance. Also the back of the ambulance can be challenging at best to do CPR"
