i think that since sega heavily used JVC and Hitachi parts, they actually licenced the saturn to be made by those companies with their names on it

Technically nothing, but it was marketed in more "upscale" stores, usually not in video game stores. The marketing also tended to focus on the VCD card capability, making it an "entertainment console," just just a video game console.

I never saw that video, but it would be funny to do it as a candid camera. You enter the library, switch your laptop on and BAM, the Japanese Saturn startup sound makes everyone's teeth rattle.

The V-Saturn was distributed by Victor Company of Japan (JVC) while the normal Saturn was distributed by Sega.

The Hi-Saturn was distributed by Hitachi.

Other than the differences in brands, they're identical.
