Exergia completed successfully the major EU project "Technical Assistance for the Implementation of the Energy Community Treaty" for Montenegro.

2010-2011 Two years of valuable support to reforms of the Montenegrin energy sector

The project "Technical Assistance for the Implementation of the Energy Community Treaty" (TA-EnCT) was a major EU project for the energy sector that came at the right moment to help Montenegro to implement the new Laws on Energy and Energy Efficiency that transpose the main provisions of the Treaty.

With a budget of 1.5 million Euro, the leading Consultant Exergia S.A. and its consortium partners Kantor and Mercados, mobilised 22 high level experts who worked with 4 Beneficiaries in 12 different Tasks and produced over 60 main Deliverables, numerous working documents, training courses and capacity building actions.

Most of the Deliverables are by-laws, action plans, codes and guidelines covering most of the implementation requirements foreseen by the Laws on Energy and Energy Efficiency of Montenegro, that have been already officially adopted or are in the stage of final adoption as per November 2011. They include among others:

• Electricity Grid Code
• Market Rules
• Transmission System Development Plan and Investment Plan until 2025
• Procedures for handling electricity market confidential information
• Design of electricity market operation and monitoring information system
• Electricity market monitoring procedures
• Interim and final electricity tariff methodologies for final consumers and for use of transmission and distribution systems, applicable from 2012
• Methodology for provision of electricity ancillary and balancing services
• Rules and procedures for functioning of the public supplier for electricity, on switching supplier etc.
• Energy Efficiency Action Plan 2010-2012 in line with the Energy Services Directive
• Nationwide energy efficiency database information system
• About 15 pieces of secondary legislation and guidelines for energy efficiency implementing the Law on EE
• Energy Performance Contract models, and many more.

In addition, the project implemented a large scale capacity building programme for the Regulator, intensive training courses on Energy Efficiency addressed to Local Authorities and public institutions, 2 donors' coordination meetings, several thematic workshops, 2 study tours and other activities.

All beneficiaries, the Transmission System Company, the Electricity Market Operator, the Energy Regulatory Agency and the Sector for Energy Efficiency of the Ministry of Economy, with letters to the Team Leader and statements in the project closing event, expressed their high satisfaction for the quantity and quality of the work performed.
