The Church has the commission from the Lord to bind and loose on the earth. Her decisions are ratified in heaven because they are made by the Holy Spirit speaking in and through His Church. You cannot separate the Church from the Holy Spirit as you want to do. Sure there have been bad popes but the integrity of the Catholic Faith has never been compromised by them.
