Are the people on expert village intentionally wrong, or does it just seem to happen that way? I'm beginning to think it's an elaborate joke! The first, and most elementary rule of sanding such an area is to use a block, rubber on ideally but plastic, even a pencil, will do to ensure that the contact with the surface of the paint is even. Sanding the way he has will give you peaks and troughs which will make the surface uneven as your hand is never flat.

@digiguy Thanks for that observation. I am learning about sanding, and now I know to buy the right equipment and not follow this video verbatim.
