When I went to work as a framing carpenter, I had to buy my own tools and work clothes/ shoes. I didn't mind because I was proud to be working at a valued trade and I was glad to be able to purchase whichever brands I preferred and I considered it all part of being a professional tradesman and not some flyby night rent-a-hand.
I was also able to write off the cost of my tools and equipment on my 1040 tax form. Which I am sure these fireman can and will also do.

That is horrible. The govt can't buy them equipment???? Jeesh, I hope some of the politician's houses burn down lol. I know that sounds bad but that's what it will take for them to get off their ass and do something about it.
