He's talking about a higher spatial dimension. But if you apply it to a temporal dimension, its analogy is that instead of being able to see inside of a box, a 4th dimensional time being would be able to see the box as it was at all points in time.

@lonogugeadult Well, he is talking about the fourth dimension in the scope of Mathematics, the term is used mainly in geometry, now, the "fourth dimention" that you are talking about is the term used in Physics to describe, as you said, the time, but neither you or him (sagan) are wrong, just are talking of diferent things.
