No, thats the point. Viacom wanted to reach an agreement with Google/YouTube to be fairly compensated for their content, but Google wasn't interested in cooperating. Viacom is no stranger to the web, they have many internet assets. The issue here is copyright law. Google didn't want to pay any licensing, therefore support content theft.
