@Sercil00 I admit to having never actually playing this game (San Andreas), but I believe the area does become accessible through a mission or something.

@zeansor of course, but they're almost always accessible normally and not too hard to find. they're rarely more than a small reference, but these are several rooms with quite a few objects, and it takes more than a tricky jump to get there. I've never seen that.
