Pangut by far has to be one of the best troditional Korean dances/music. Gives me good memories when I was over there last year and visited Chongdong. They're always very amazing, and wear do they get the energy? =P.

when is this festival been held? and where in seoul?

It will be held from July 30th to August 2nd in Sacheon, South Gyeongsang province, not in Seoul. ^^
