most places I have load or unload you have to completely disconnect from the trainer then they put a lock on the glad hands so this type of stuff dont happen

This is why many warehouses or distribution centers have dock locks installed and in use on the trailers, thus locking the ICC bar of the trailer to the loading dock to prevent stuff like this from happening.
I bet OSHA had a field day with this one.
