tile with the least importance(number of tiles) I tend to mess around with sprite limitations so I kinda know how to manipulate it however I usually do this with a shell or a p-switch however I've never done it with just his hat. so this is all just a guess. My opinion is to take out a few sprites My suggestion, add/make more custom tiles REMEMBER: there is a sprite limitation... but not a tile limitation Hope I could help you, one rom hacker to another Maybe you could help me out sometime

actually I think I might know this one
usually this kind of glitch occurs when there are a lot of sprites on the screen at once
Now while I'm not 100% sure on this, a screen in lunar magic in the initial screen, and the ones on the left and the right
the boo wheels are about 16 sprites each, the platform is 3.
Therefor you have (assuming i'm right) about 67 sprites on screen
So the game (i guess) is trying to compensate which in turn glitches out some things

@kaizoisevil I don't know. However, I don't recall the original SMW having those platforms in the same room as ghosts either. That glitch was presumably overlooked as something impossible to uncover back in 1991.
