Since the Hyde Amendment applies only to funds appropriated through the annual HHS appropriations bill, the Hyde Amendment will not apply to any of the funds used to establish or operate either the "public option" or the premium-subsidy program created by Obamacare.
The Hyde Amendment will not stop Obamacare from forcing taxpayers (regardless of their moral convictions) to fund other people's abortions.

Obama's plan would explicitly authorize his administration to pay for all abortions under his public option. Any person enrolled in that plan would have to pay the abortion surcharge. Abortionists would send bills for abortions to the federal government and receive checks from a federal account (public funds). This is direct federal funding of abortion.
