Eagle eye is maxed till a bit later because there's not much of a gain using arrow rain with eagle eye, the damage is greater but by a little tiny bit, after getting wind shot to a high enough level, you can max eagle eye.

@BlazedHearts i left it at 11, it takes too long to attack with a macro and the damage boost is nice, but its like having a "slower" weapon equipped
