The song is "Down by the Waterline" by Dire Straits. A Stringer is a camera person who runs on breaking news (usually a freelancer - like myself) and sells it to the TV stations. Most of the spectacular video (ex. flames at a fire - victims at a crash - perps being arrested.) you see on the news is gathered by Stringers.
