Sub-maximal slight down hills to work on technique? Great idea. I'm thinking I might use it as the last part of a warm-up on an extensive tempo day? Or maybe the end of the WO?

Yes, it works great. really good for increasing stride length and firing up the CNS.
Same thing for uphill running, great for developing the elastic energy potential in the pelvic region.
