Senator Chris Dodd (D-CT), a senior member of the Senate Committee on Health, Education, Labor and Pensions and the Chairman of its Subcommittee on Children and Families, joined members of the National Disability Rights Network (NDRN) to announce a new national report on the inappropriate use of seclusion and restraint on students in American schools.

Dodd, a longtime supporter of measures to limit the practices of seclusion and restraint, was joined by the NDRNs Executive Director Curt Decker, members of NDRN, and three Connecticut residents whose loved ones were physically restrained or placed in seclusion while attending school.

  • The classrooms are beginning to get more than one autistic child and one is a handful. It is not only autism that is placed into the classroom. One child may go off begin throwing chairs. There is much on the slates of teachers. Before we began mainstreaming they should have been carefully moved into the normal classrooms a little at a time instead they were thrown in all at once. Money talks and the help is not where it should be. We need more help. I've been teaching over 30 years.

  • We are up against giants in Georgia. Powers that be have turned a deaf ear to thedeath in Georgia as innocent children are abused using inhumane seclusion and restraints. A child watched educators in a seclusion room as he pounded on door to go to bathroom, forced to urinate and defecate in the room. Traumatized ten year old licked the urine off the floor, as educators watched, smearing feces. District called guardian great-grandfather to clean room. We dont treat dogs like this. Sharon

  • I sent a video of my child being restrained to his office in 1999 (public school program at age ten years) At that time they were working on the regs for hospitals and facilities. After all this time they are working on schools THANK GOD

  • Be aware, be involved & show up unannounced often! School systems need to start being charged with abuse for what they are doing to our children.

  • Annam20 your comment makes me cry...

My boy is so sweet, it scares me to think about what could happen at school.

  • In my opinion Restraint and Seclusion should be completely abolished and parents should have the right to file criminal complaints on agencies/personnel that do this.

  • Thank You Senator Dodd for your attention to this matter.

  • Thank you Senator Dodd for keeping an eye on this issue and pushing for regulation to hold these facilities accountable for these terrible abuses.

  • "It's never easy. But as any parent will tell you it's worth every minute of it."
