it is going to be in the appstore or cydia? i remember in 1.1.4 i had something called Waves, that simulates water in the menu screen

It's been release on the AppStore for the beautiful price of 0$.

Already update with v1.1, which brings a ZEN music, better water effect, multi-touch and ability to change background.

one thing that this needs is water sounds. liquipad has it but it's for the ipad. if you could put water sounds on this, that would be amazing
