It takes this long because of the RAM Skulltrail uses. Fully buffered ECC DIMMS are meant for reliability, not speed. They take a long memtest at the beginning to verify the memory's integrity and to check for errors.

Yes is Intel SkullTrail Motherboard, it has 2x Core 2 Extreme Processor Inside. It should be fast, why take so long to Boot In ? What happen?

No difference at all, the POST time is for the mobo to perform all internal checks of the system
