@monsta234 dubyah is saying america isn't in complete control of their borders, meaning there isn't enough people to guard the borders, to stop illegal immigrants.
the people in the background are supposed to be illegal immigrants &are showing how bad security is by popping up in one of the white house windows (with the white house being the president's home, naturally it will be heavily guarded) so if they can get there, how easy is it to hop the border?
