File a police complaint with IA and file actual criminal charges with the DA (who will do nothing). File anyway and follow the citizens of Warren County, PA's stance; NO ARD, NO DEALS, DEMAND YOUR JURY TRIAL, and finally, JURORS CLEAN THIS MESS UP!

In NY we have the CCRB (civilian complaint review board). It's a government agency which is run 100% by civilians. They handle all complaints against officers and deal directly with the Commissioner. Every city should have an independent board such as this.

Why the hell did the news media not go after the mayor of the local government? Put them under looking glass turn up the heat. They control the police chief. for the most part mayors don't care how the cops work as long as no one points a finger at them.

@usp5676977 Bingo! They are trained and encouraged to behave like thugs. We need to focus on, and hold accountable, the people higher up in the PDs that train, encourage and tolerate this behavior.

I get so F*********G angry at this! God help us! The government is paying to have them trained to act this way.

Them or us. That is the way they want it.
It is up to us to decide if this is the kind of society we want to live in.
The question : "Why not file a lawsuit?" misses the point that police are criminally hindering the complaint process. The complaint form is being denied the public, for which it (the form) was designed.

Let this be a lesson. If you have a legitimate complaint, do it through a lawyer and the courts. Every system involving a power hierarchy has always and will always be corrupt to the core, especially that of law enforcement.
