Around 1985-1986 the CPSC deemed ATVs unsafe for consumer use, and the only way the big 4 manufacturers (Honda, Yamaha, Kawasaki, and Suzuki) could keep producing them was if they stopped production of all three wheelers for 10 years, and provided a number of safety services for the existing 4 wheelers (helmets included in the sale, safety courses available for free, etc) That was the "ban" everyone refers to. (This is how I understand it, correct me if I'm wrong).

Apparently this video helped persuade public opinion against the three wheeler, and was shown on Dateline 60 minutes on April 12th, 1987.
